The Complete Guide to 30A Photography Permits

Walton County Beach Vendor Permit

Before we dive into individual communities, there is one permit that overrides everything else on 30A's beaches: the Walton County Special Operations / Beach Vending Permit.

Any professional photographer shooting on any beach in Walton County, public or private, is required to hold this annual permit. The only exception is Florida State Parks, which fall under separate state jurisdiction.

This is not a permit the client obtains. It is the photographer's responsibility.

To qualify, the photographer must carry liability insurance at the required coverage levels and have Walton County listed as an additional insured on the policy. The permit application goes through Walton County Code Compliance and has a processing period, meaning it cannot be obtained at the last minute — plan well in advance of the shoot season.

Rosemary Beach

Rosemary Beach is one of the most iconic settings on 30A, cobblestone streets, West Indies-inspired architecture, boardwalk-lined beach access, and the emerald Gulf just steps away. It is also one of the most tightly controlled photography environments on the entire coast.

Everything within Rosemary Beach is private property. Despite the walkable, open feel of the town, the greens, pathways, Main Street, Town Hall Courtyard, boardwalks, and beach access points are all privately managed by the Rosemary Beach Cottage Rental Company (RBCRC) on behalf of the Rosemary Beach Property Owners Association.

Who Can Be Photographed Here

Only Rosemary Beach property owners and their registered guests may have a photography session within the community. If you are not actively staying within the specific geographic boundaries of Rosemary Beach, you are not eligible. This includes guests staying in nearby properties just outside the community's boundaries.

Permit Requirements

A photography permit is required for all sessions, personal and commercial. Requests must be submitted at least 72 hours in advance Same-day or next-day requests will be declined.

• Sessions are not permitted on porches, steps, or in courtyards belonging to other private owners, even with a valid permit.
• Commercial photography, including social media influencer content, brand campaigns, and editorial photography, falls under a separate, more restricted policy that prohibits most outside commercial work.
• Drone and aerial photography are not permitted.
• Unauthorized photographers and their subjects will be asked to leave by security.

Alys Beach

Alys Beach is arguably the most striking architectural community in all of Florida, blinding white stucco walls, lush courtyards, and a monochromatic palette that makes for stunning photography. It is also the most restrictive photography environment on 30A.

Alys Beach has made a decision to prohibit commercial photography within the town period. This includes brand photography, product shoots, editorial work, and content for social media influencers or partnerships. The only commercial photography permitted is work conducted by or for the Merchants of Alys Beach, or content created in direct partnership with Alys Beach itself.

Who Can Be Photographed Here

Only registered guests and homeowners of Alys Beach may have a photography session. This is not negotiable. The photographer must be selected from Alys Beach's exclusive list of pre-approved photographers.You cannot bring an outside photographer, even for personal, non-commercial sessions. (I am not on this list)

Permit Requirements

A permit is required for all photography, including personal family portraits. Requests must go through the Alys Beach concierge and require a minimum of 48 hours notice. Your session is not approved until you receive a written reply from Alys Beach, verbal or informal confirmation does not count.

Fee Structure

The photographer must provide a Certificate of Insurance with EBSCO Gulf Coast Development, Inc. and its affiliates listed as additional insureds.

Rules to Know

• No photography of privately owned amenities.
• No drone or aerial footage of any kind, under any circumstances.
• Outside real estate agents may only photograph the specific listing they represent.
• Unauthorized photography and its use or publication is subject to legal action.

Seaside

Seaside is the original New Urbanist community that inspired an entire generation of coastal town planning, and served as the backdrop for The Truman Show. Its amphitheater, pavilions, pastel market stalls, and emerald beach access points are among the most photographed scenes on 30A.

Seaside operates on a more relaxed system than Rosemary Beach or Alys Beach, but there are still important distinctions between commercial and residential areas.

Residential Areas

Professional photography for homeowners and registered Seaside guests in the residential areas does not require a formal permit at this time. However, photographers will not photograph non-registered guests in Seaside's residential areas, only documented owners and guests are fair game.

Commercial District (Amphitheater, Central Square, Coleman Pavilion Beach Access)

The commercial district requires a permit for professional photography sessions. Some pavilions are off-limits for professional sessions entirely — a knowledgeable local photographer will guide you on those specifics. Notably, the commercial district areas tend to be extremely crowded during peak afternoon hours, making sunrise the practical sweet spot for personal sessions in that zone.

• If you plan to submit images for publication, this is treated as commercial photography and falls under the commercial policy.
• Editorial, media, and videography work requires a separate review and approval process.
• Real estate agents photographing listings must submit a separate request form.

WaterColor Resort (Cerulean Park)

WaterColor is a St. Joe Company-developed community nestled between Seaside and Grayton Beach. Its standout photography location is Cerulean Park, a beautifully landscaped botanical greenspace featuring butterfly gardens, cascading fountains, tropical flora, and wooden bridges. Many photographers describe it as one of the most scenic non-beach settings on all of 30A.

At this time, WaterColor Resort does not have a published, formal permit process for personal photography. That said, the community is private, and professional photographers follow an ethical standard of only photographing registered guests or homeowners of WaterColor on the property. The beach in WaterColor is accessed via code or key card — there is no nearby public beach access point, meaning only community guests and owners can legally reach it.

• Cerulean Park is often the preferred session location — the park and beach combination allows photographers to work across two entirely different environments in one session.
• As rules for private communities can change without public notice, always confirm access with your photographer and WaterColor's management prior to booking.

State Parks Along 30A

The state parks along Scenic 30A represent a completely different category of photography location. They are publicly accessible, permit-free for personal photography, and managed by the Florida Department of Environmental Protection, not by a private HOA or development company. For photographers and clients who want a natural, uncrowded, or simply less paperwork-intensive experience, the state parks are an excellent option.

At popular parks like Grayton Beach, the lack of a permit requirement has a downside — sunset hours can see numerous photo sessions happening simultaneously, and on peak days, parks have reached capacity and closed to additional visitors.

Grayton Beach State Park

One of Florida's oldest and most beloved state parks, Grayton Beach spans nearly 2,000 acres and includes Western Lake, the second largest coastal dune lake in the Florida Panhandle. Salt marshes, sea oat-covered dunes, crystal-white sand, and blue-green water create a naturally stunning photography backdrop. The park also has cabins, camping, and a full trail system.

Topsail Hill Preserve State Park

Named for its towering dunes that rise like ship's sails above the Gulf, Topsail Hill Preserve is one of the most pristine natural environments on the Florida coast. The park protects 1,600 acres, offers three miles of protected beach, two rare coastal dune lakes (Morris Lake and Campbell Lake), and over ten miles of trails, some paved for cycling. It regularly ranks among the top-rated state parks in Florida.

Access to the beach is via a tram from the main parking area (check with the park for current tram status and schedules). The tram ride adds logistics that not every family is prepared for — factor this into your session planning.

Deer Lake State Park

Deer Lake is a smaller, quieter park on central-eastern 30A near Seagrove Beach. The park features half a mile of Gulf beachfront and a rare freshwater coastal dune lake, a natural phenomenon found almost exclusively along this stretch of the Florida Panhandle. A boardwalk guides visitors through the natural habitat, and the park is a prime spot for birding, butterfly watching, and peaceful photography away from the crowds.

The walk from the parking area to the beach is considerable — factor that into your session planning, especially with young children or gear-heavy shoots.

Eden Gardens State Park

Eden Gardens is a different kind of park entirely, and one of the most underrated photography locations on 30A. Located north of Highway 98 in Point Washington (not directly on the Gulf), the park's 163 acres encompass the historic Wesley homestead, the beautifully restored Wesley House with its signature white columns and wraparound porch, and an extraordinary ornamental garden featuring heritage roses, camellias, azaleas, koi-filled reflection ponds, and towering Spanish-moss-draped live oaks.

Peak bloom season runs October through May, with March being the most spectacular. The park is popular for small weddings and portrait sessions in the gardens. If you want a non-beach backdrop that is genuinely breathtaking, Eden Gardens is the answer.
